The city is compact and the upper town is entirely walkable — and largely has to be, since most of it is closed to traffic and the streets are too narrow for a car in any case.
The funicular from Viale Vittorio Emanuele II climbs to the Città Alta in about three minutes and runs frequently until late. A second funicular continues from the upper town to San Vigilio. Both take ordinary city transport tickets, which also cover the buses.
Buses connect the railway station, the airport and the foot of the funicular; the airport shuttle runs frequently and takes about fifteen minutes into town. Driving into the upper town is restricted and parking there is scarce, so leave the car below.
Trains from the main station reach Milan in under an hour and run up both valleys, which makes a day in the mountains straightforward without a car.
