Spring (April-May) and autumn (September-October) are the most comfortable months -- mild temperatures, and light enough crowds to enjoy Piazza delle Erbe without shoulder-to-shoulder foot traffic.
Summer (June-August) is Verona's busiest season, driven largely by the Arena's open-air opera festival: hot, often humid days in the Po Valley's own microclimate, and warm evenings that make outdoor performances comfortable well past sunset. Hotel prices and crowds both peak alongside it.
Vinitaly, the wine trade fair held each spring (typically April), fills the city's hotels with an international trade crowd rather than tourists -- worth checking the dates before booking either around it or specifically for it.
Winter (November-March) is quiet and often foggy, a regional feature of the Po Valley rather than something unique to Verona -- the historic center still functions normally, and the Christmas market in Piazza dei Signori draws a modest seasonal crowd.
